We are pleased to present the Annual Report on Port State Control in the Mediterranean region for year 2022, which published under the auspices of the Port State Control Committee of the Mediterranean MoU.
The 10 members of the memorandum have carried out 6132 inspections on 5,158 individual ship and the number of detentions was 132 in 2022.
The 24th annual Port State Control Committee meeting of the Med MoU was held in Limassol, Cyprus from 10th – 12th October 2022, which witnessed the celebration of the Med MoU 25th anniversary through an Honoring Ceremony which was opened by a speech from Hon. Mr. Vassilios Demetriades, the Shipping Deputy Minister to the President of the republic of Cyprus. Capt. Mark A. Chapelle, the Med MoU Committee former Chairman was being honored during the Ceremony as well.
There are several notable developments in the Med MOU during 2022, one of the important topics, on the agenda of the Med MoU Meetings in 2022, was to extend the exchange of Observer Status to be with all PSC regimes. As well as the efforts of the State of Cyprus to extend the memorandum to include all European countries located on the Mediterranean region. THETIS-Med started from 1st of January 2022 to be the official portal by the Med MoU to record PSC inspections.
Ten Med MoU Member states carried out a Concentrated Inspection Campaign (CIC)s on STCW jointly prepared by Paris MoU and Tokyo MoU from the 1st of September to the 30th of November 2022, and by analyzing The CIC it was noted that topic related detention rate was 0.34% which could be considered a satisfactory result.
This annual report highlights the developments and activities of the Med MOU in 2022. Moreover, the report also provides port State control statistics and analysis on the results of inspections in 2022.
